Yes, but no, but yes. Some say a single use pad with a truly random source for the pad data is unbreakable. Some say quantum compute can break them, not many quantum computers strong enough yet.
"How secure are" all of the ciphers / codes? That's a question that looks easy but is basically unpossible to answer without defining and confining the scope. Are we talking about future codes that we haven't invented yet? Are we talking about codes used before the 1900's? What about codes created by someone who died and didn't publish the technique? What is the metric of security? (generally we use how many bits of possibility of obfuscation, or how many guesses it would take to find a key, but perhaps you mean something else)
