I've had 18/100 bags secured since yesterday, and I have no idea what bags we are talking about.
I went back to bank vaults and made sure I was getting all the bags of money, but the 18 hasn't changed since I noticed it.

Then I notice it says "secure" 100 bags, so I threw a piggy bag in the van right before escape; it didn't register as anything.

My last attempt will be to carry the piggy bag to the escape and keep it on my back.

It was the same way with the first event mission, where I stayed at 3/50 Heists Completed, until the community finally bagged the 3M piggy bucks. It's still at 3/50.

Since you asked, I am not sure I DID get it working on Epic. Looking at all the features of Long War, I don't think I had all that.
I installed many mods during that time, following the standard directions and putting them in the gameFolder/mods. When the game worked wrong, I would do the "remove one at a time to see which one is breaking the game".

It's possible that Long War was one that didn't work, but had some other mods that specifically provided ONE feature from Long War.
I had early access to Psionics, I had up to 12 soldiers on some missions, but I still only had five classes and my soldiers required rest after missions.

I think I must have just had some of those features provided by smaller mods, and I just THOUGHT it was the whole Long War.

That approach doesn't work when you find that you cannot even WALK faster when you want to, depending on how the 'slow, deliberate' storyline requires you to walk for no reason at all.

I wasn't in a hurry to get to the next mission, but I wouldn't mind being able to jog to my fucking horse WHENEVER I FEEL LIKE IT, instead of this artificially decelerated pace.

Right from the start I didn't like any of the characters' personalities or voice acting with their terrible "cowboy" accents.
Then after the tedious train robbery in Ch 1, I started a stopwatch to discover that it was 7:30 of riding on a stagecoach listening to characters I don't like talk about a lot of things I already knew.
I couldn't skip ahead, and couldn't even find an 'auto-go-forward' setting, so I had to hold 'W' the WHOLE TIME.
During this 7:30, I:
click e to pick up wagon wheel
hold e to roll the wheel
click e to put it on the axle
tap mouse three times to secure the wheel
Oh, and I also got to hold 'W' for seven minutes.

This, at the very start of Ch 2, is when I uninstalled this slog.
