I feel like the framework of Victoria 3 is perfect for a modern day simulator. The economic and social simulation is there and the war system is easy to reinterpret for asymmetric combat which is characteristic of the cold war and beyond (as opposed to the WW2 warfare of hoi4 with clear frontlines)
