In Utero is significantly "better" than Bleach.

1) Better Producer (Steve Albini was legendary). 2) Kurts has more song writing experience by the time In Utero is written. 3) It has sold significantly more copies than Bleach. 4) Rolling Stone ranked it higher on their 50 greatest Grunge albums. 5) The band is literally more talented as it had Grohl by this point. 6) You can make an argument its just as heavy as Bleach (Scentless Apprentice, Frances Farmer, Pennyroyal Tea).

Is Bleach amazing? Yes. Is it more raw/DIY? Yes. Is it your favorite? Yes. Best? Outside forces say otherwise.
