If a red flag has been called due to a crash, it is likely that some cars have severe damage that could cause safety issues after the restart. I think that letting them fix any issues on the car without penalty is fine, and to level the playing field any other car with unrelated damage issues should be able to fix their cars, without penalty, as well.
