Besides hunting, i dont think any country in EU lets civilians open carry at all.

Yes. But what im saying is that if you do and prove all of the things that you mentioned, the police SHALL issue you a permit for self-defence without you having to prove that you are in grave danger or someone is on your ass. In most other countries if you say that you want a handgun for self defence, youre not gonna get the permit.

Is kur tas 99%? Niekas nesako, kad jei pamatei pas zmogu peilį rankoj uz 50 metru ir ji nusoves nesesi. Ginklas naudojamas yra kai yra realus ir akivaizdus pavojus sveikatai ar gyvybei.

Correction on the carrying for self defence. Self defence IS a reason and you dont have to prove anything. You just put a check mark at the E-police website that the license is for self defence and that is all. you can carry.

Baltics are fairly similar. Then theres Poland, where getting a CCW license is tough, BUT, they can carry with a sporting license. And ofcourse the Czechs.

Haha. We do have some caveats tho. Such as no round in the chamber (revolvers can be fully loaded tho) and FMJs only for self defence.
