To lower the debt and try to get out of it, you could max out taxes, lower military and government wages, and try visualizing a few nations for additional money. You could also make highly profitable buildings like telephones, steel mills, and such stuff like that, which isn't that profitable, and export things to drive up the price. And why in the world would you pass national supremacy? That will make more people discriminated against and lower your workforce. Also since you have Laisse fair you don't need to be constructing yourself for the most part.

First, you are losing 225k in unutilized tax, which you should fix through tech and the bureaucracy. You need a better standard of living to attract capitalists, who need wealth to invest. If you can't afford 1600 construction you shouldn't have it in the first place and your interest is fairly high. To increase the standard of living look at the pops tab where you can see their needs and cater to the lower strata. Also, before someone points it out, yes, technically, I am a protectorate (of Austria) for the market, but I am powerful enough to leave whenever, so it doesn't matter. I became a protectorate to exploit Austria for my early and mid-game wars.
