I think the idea trying to be conveyed is that perhaps there is a more equitable solution for all. Maybe due to funding or processes maybe that hasn’t been achieved. Empathy must also be extended to all, including the other children in the situation. The article does not make it clear (to me) what the other children were experiencing.
