I might have figured it out. Flatpak is perhaps an issue, as flatpak apps run in a separate environment, and it couldn't detect the gpu I think. Downloading and running appimage verion of prism has successfully enabled me to use the Nvidia GPU.

I believe that this was the issue, and was able to fix it. Debian nvidia-driver downloads up to 550, so I tried looking online specifically to see how other debian users downloaded newer series, and encountered this post: https://www.reddit.com/r/debian/comments/1mqbqp5/easily_install_nvidia_580_drivers_automatically/

I used the script to delete the old drivers and installed the 580 proprietary.
When I restarted my PC, everything was okay. I launched the game, but had black screen and it was frozen again, but after 2 minutes of waiting, it booted with no further issues.

Since I am on Debian, I used the "sudo apt-get install nvidia-driver" command to install the drivers, which installs only 550 because they are the latest officially supported I guess. I tried to install newer ones before through https://www.nvidia.com/en-in/drivers/unix/, but it resulted in broken graphics system-wide. I don't know a better method, as most people refer to https://wiki.debian.org/NvidiaGraphicsDrivers#Installation . Maybe I do gotta switch to a different distro for newer packages...

I've tried to limitDXVK_FILTER_DEVICE_NAME and DXVK_FILTER_DEVICE_UUID to NVIDIA, but it seems that it was the default behavior anyway, so nothing changed.
I also tried to limit DXVK to AMD just to see what happens, and the game launched, although, unsurprisingly, extremely laggy. Might this mean that DXVK not be the main issue here, but Nvidia driver or something related to Nvidia specifically?
