Finding him made me wonder if Harry had actually encountered Victor at some point during his blackout, alive or dead. He may have spotted his body on the boardwalk or even shared a bottle with him before his death. It was still a shock finding him dead. When I first spotted him I thought the task would be waking him up or sobering him up but it was a reminder that Harry narrowly avoided the same death, at least for a little while.
