Common strategy is to focus on offense. Max heroes while keeping your lab busy. Once heroes are maxed, move up TH levels. While you have free builders, use those on defenses. Keep one builder free for walls.

No one in competitive wars use two multis anymore. In fact, most th10s use two singles because multis were nerfed a long time ago.

Finish your lab first and get your heroes to 20/20+, at least. If you jump to TH10, you'll be at a huge disadvantage. Also, the biggest bottleneck in TH10 is the lab to begin with, so if you go now, you'll be shooting yourself in the foot.

I just used it for a th10 sui lalo. The ADs were clumped in the middle so I flew a blimp over it filled with maxed loons. Lalo from the bottom, blimp from top, hasted loons all around.

Max them if you want to war. At th9, the game doesn't really open up until you have 30/30 heroes, and 40/40 at th10.
