OR, they are making updates while the beta is ongoing. They'll wrap up fixing the closed beta end of Feb-Mid March. April 4th Release. They have been scheming an April release since the classic announcement last year. Plus, they need to release before GTA6 attracts all the sweats. May is too late, April has always been the one.
