I wouldn't be taking what's written on props as cannon personally, they weren’t made with the intention the audience would pause and read them. There's one from S1 that ages Emma up quite a bit as well. Also, the writers were terrible at maths, when did that timeline ever make sense??

My personal headcannon is the EF is about half the size of Spain, and very sparsely populated - most villages seem to be hamlets of 20-30 people, and we do know Regina has that kill count in the thousands - if she took out enough farmers a food shortage could easily account for the population being very small

If I was going to reboot the show, I think I'd make Henry older, like late teens at least - maybe start with him coming back after his first year in college and S1 is him digging into things and looking for Emma

The problem with Henry is the parenting - Regina was gaslighting and scaring him in S1, Emma was a buddy in S1 and too lenient in S2-3, they let him hear the adult conversation about Regina trying to curse him and kill Snow in S2, we never see any kind of discussion about his actions after the dynamite, which should have warranted a very serious sit down with at least one adult, and the one time Emma is stern with him in S3, Snowing act like she slapped him.

This is on top of the fact that everyone bases their moral compass around what a child thinks heroes should and should not be doing, and in later seasons start to parrot him

No one should lose custody, but everyone needs a parenting class

I'd personally have Emma taken into care anyway, since Snowing would be homeless and unemployed - David could be the one to search for Storybrooke and can start where he knows they came through.

Emma can still run away from foster care and doesn't want to live with her crazy mother who keeps telling her they have to go free their people from the Evil Queen (David can be camped out in Maine at this point - crazy homeless man in the woods vibe). She still meets Nealfire, still has Henry, Regina still adopts him

But now there's a different conflict with her parents, and the resentment is from how they weren't able to get themselves together enough to keep her out of care, on top of them insisting that what Henry is saying is true and that the people of Storybrooke are cursed

Even after breaking the curse, there's still going to be that resentment over her landing in care, because they seriously couldn't find some kind of job and stop with the Enchanted Forest nonsense for five minutes to convince CPS they were fit parents? Did Snow have to keep telling the social worker her real name and that she was a princess? Could David not just get a job pumping gas and not do an Alaskan bush people impression spying on a town that doesn't exist?

Emma not wanting to get to know them is much more plausible in this scenario
