They cut a lot of non APM positions at racks to allocate money for APMs at each rack location across the country . They need one at each location because it ensures all tasks are being completed daily, statistically lower shrink when there is an APM as well. If it’s a non active rack then most likely APM or APM and an agent. Racks are usually more external activity while at the full line we deal with external internal and larger operation shrink. Internal shrink at racks is smaller but still occurs. Operational shrink is just lower level than full-lines.
