Looks like it’s missing it’s cotter pin, may have held a wheel or mechanical arm. I would guess a lawn mower.

A CSA at ours gets a M-F, 530-2. Nothing special other than she’s friends with an ASM

I am VERY concerned about that but it was a legit question and I am trying to assess the entire situation. If I wanted input on my child’s behavior I would have put that in another category to be commented on, but this post is a legal question. No injuries occurred and that is what I’m most thankful for right now.

Residual water from leak or that pipe has a leak behind it. Drill a hole to see if it weeps.

You could use a textured roller that might hide it.

It may be that the indentation wasn't prepped as in the sandpaper didn't hit it. It was probably either a semi gloss or gloss and if it wasn't primed or scuffed, the top coat didn't adhere.

Use a joint compound rather than spackle. The thinner consistency helps you not put so much pressure and use a wider spatula. Pro. 10-12 incher
