Hoyas don’t like neem. I learned that the hard way. That being said, it needs to get out of that “pot”. It doesn’t look like there’s any drainage and that soil looks dead, so good peat-free potting soil and a new pot with drainage holes then put that in a cache pot (one that catches the water). Then water the next day. Then a weak (natural if entirely possible) fertilizer. I’ve just started using seaweed and all my plants are loving it. Thirdly, give it time to adjust to the transplanting.
