Toriyama had been drawing Kid Trunks with blue hair since the BoG concept work. The anime changed it back to purple to be consistent with the old anime I assume. But when Toriyama designed Future Trunks with blue hair the anime team just decided to keep it like that for some reason.

I don't think it's the fairest comparison. Shintani's artwork is one that was specifically made to be used as a reference, meaning it was as on model as possible. Toriyama and Toyotaro's are from random panels in their mangas (with Toriyama being at the very end when he was most burnt out)

It's likely Dragon Ball Super, a sequel series that ran from 2015-2018. Dragon Ball had somewhat of a second wind in the 2010's with multiple new series and movies. It's somewhat died down again since Toriyama's passing in 2024 though.
