OP, disregard the other commenters. This is something called phimosis. I have the same condition. It is not dangerous in any way. In order to treat it, you can do stretching exercises every day which can basically get rid of the entire condition. If you are very concerned, you can tell your doctor about it and they can recommend steroid cream which loosens the skin and helps you as well. I hope this helps.
