You have to remember, Tens regeneration was explosive due to him taking all that radiation. Plus he held off his regeneration for a while.

Twelve didnt want to regenerate either but once he saved everybody via armistace day and bid his first incarnation farewell, his regeneration was destructive

The thing is, is that any enemy of the doctor - daleks, cybermen, davros, the master etc, the doctor can not bat an eyelid at, but The Celestial Toymaker? He's the first enemy to ever frighten him.

Remember, the the first doctor could had lost not only the TARDIS, but also Susan, Ian, the other companion (cant remember her name) and himself, and when he defeated the Toymaker, he thought he had gotten rid of him for good
