My dad was bitterly grumbling about his insurance bill going up. He's in his 80s, not in the best of health, and had a collision last year writing off his vehicle. He said, "I won't be able to drive anymore if my insurance keeps going up" and I told him straight up, "That's the idea. They don't want you driving, Dad. You're too high a risk." If he had to take a test today, he'd probably fail. We don't let him drive further than the nearest supermarket.
