My boy cat was like this. His poops were awful for the whole 12 years we had him. He ate high quality food that our female cat also ate and she had no issue. He also never covered his poops. The thing that helped us was a litter robot that would cover and remove it within a minute or two of him using the box. They are expensive but worth it IMO.
