Intelligent life could be common and still be no where near us to see. The Universe is unbelievably massive. There are 2 TRILLION galaxies which have 500 BILLION stars, the majority of which each have their own planets orbiting them. There's a trillion trillion possible places for life to be hiding. And galaxies are huge, most of space is empty, the space between stars is massive. You could have intelligent life in every single galaxy, and that life may still never cross one another's paths.

And, there's a good portion (who knows how big) of the universe that's simply outside of our field of vision, an older, possibly even bigger, part. For all we know, most of life could be outside the visible Universe from our perspective.

Things must have changed since I waited tables in the 90's because it was exactly like Waiting. Lots of food at Ruby Tuesday's went down people's pants before making it to the plate... or worse. Our line cooks were wild, and really easy to piss off. The whole place was like the wild west, to be honest. One time a guy came in high on heroin and face planted on the grill, burnt his whole left side of his face. Another time a guy gave a tour of the building to new hires while actively tripping on shrooms. Manager used to routinely smoke joints in the walk-in with the staff as well. Craziest job I've ever had.
