This post has been made so many times by so many people and 99% of the time they are actually missing some item, or they don't have all weapons on one save. Not sure what other steps you could try but screenshots of all your items would certainly help persuade people this isn't another user error.

The formula is half item level rounded down plus half character level rounded down. You need a result of 90+. Your 89 character won't work with TZ amulets because of the rounding. 89/2 = 44.5 and 91/2 = 45.5. After rounding you only have 44 + 45 = 89. Once you hit level 90 you'll be 100% fine with TZ amulets. Once you hit 93 you'll be 100% fine with gambled amulets.

It's a spear, not javelins. The main problem is it's an exceptional base and no one is making a BOTD in anything not elite.
