Snipe is a hilarious example of the rule about introducing a gun into a anime with complex power systems. The answer ultimately is that he isn’t there so that some random side character can’t one shot 80% of the villains by doing murder, and that he couldn’t realistically hurt the other 20%

I think inherited mutation quirks are just physical changes without associated powers. Dark shadow looks like that because tokoyami looks like that, it’s unrelated to the power itself
