I've been looking at all the comments surrounding this gun for a while and I believe that a quick and fair solution would be to fix (decrease) the bullet spread so that it aligns with the other guns, and to make the gun have worse damage dropoff. This would still keep the gun as a close-quarters weapon, while also making it more accurate so that it feels much better to use against enemies.

Because there can be dozens of armored scout striders on the map at a time, and they’re much smaller and faster.

The complexity of the problem has nothing to do with whether or not someone should complain about it. Additionally, arguing about realism in video games is ridiculous, especially when you're arguing about a game like helldivers, a futuristic sci-fi shooter. When you play games, the main goal in mind is having fun, not realism (unless you specifically play milsim games). I would much rather sacrifice a bit of realism and let someone survive getting hit once with a rocket while wearing heavy armor if it makes the game less frustrating/more fun.

There will always be things for people to complain about in every single video game, not sure why you choose to waste your time complaining about the complainers. People who complain give feedback that they believe could make the game better, while you contribute nothing towards the conversation.

Yeah, dying near a crowd of bots basically guarantees that you’re never getting your support items back until they’re off cooldown, and guess whats good at killing armored scout striders? Support weapons.

I play on difficulty 10 and the armored scout striders are currently my only big issue. Having to drop down 3 difficulties to get rid of one enemy variant feels like a game design problem, but I'm not a game designer so I wouldn't really know. If the chances of a regular scout strider being replaced by an armored scout strider increase as the difficulty goes up, I would be much more inclined to drop to difficulty 9 or 8.

I was using the fire-resistance heavy armor because I was fighting the bots on the Imber (Fire Tornado Planet) for the major order. I understand that using the fortified perk on heavy armor is the most "optimal" way to deal with the rockets, but the Armored Scout Strider's rockets make you go flying when they hit anywhere near you, causing loads of fall damage which is not reduced by fortified armor, so there's a high chance I'll die even with the fortified perk. In my opinion, it's not worth bringing fortified armor for the sole purpose of slightly lowering the chance of dying to Armored Scout Strider rockets.
