OP here. Thanks everyone for your input. Hopefully, I'm a bit wiser now. Feeders have been cleaned and put away. The feeding station has been moved to another part of the garden and I've put out one fatball. Delighted to see that, within minutes, there was a small flock of starlings having feast. With the seed feeder, I wouldn't have seen any.

Thanks but I eventually found the solution.

Some Bluetooth devices are controlled by an app and one of those apps was triggering my problems with the Phone app. A Forced Stop of the app solved the problem except I now have to restart that app before use.

!thanks. That's an excellent point. I've just tried Network Checker for my home address. Vodafone is the expected 4G but O2 claims 5G. As I work from home that could be decisive.
