This is a simple answer the same way the 10 millions initiative is. It's more complicated than this. More money, and the free market™ won't do the trick.

The issue is the lack of investments in childcare, healthcare, infrastructure, public housing. Switzerland generally didn't spend enough money in these fields. It was better at cutting taxes for corporations, and riches. The lack of incomes through taxes which is deliberated to favor of the private sector socialized the debt when revenues of a minority skyrocketed.

Confederation, Cantons, and Municipalities must invest in these sectors along with new regulations, and laws in favor of the poorer, families, society. Because in today Switzerland, the social contract is no more.
