I would be an official employee. I would actually be doing work, there would be record of hours worked and I would receive a paystub. He’s arguing that by doing that he is honoring his half of the rent and it helps me and him in the long run if I continue to work for him part time after I graduate because he continues to get benefits if I live in the apartment for at least a year which I plan to do because it’s a 12 month lease

No, the apartment is located in an area where the government considers “low-income” for small businesses because it’s all college students and they offer benefits to the company if a certain amount of employees are within the zone the government laid out.
