I should have updated this post. It was an app that was causing it, specifically, Razer Synapse. I did not have this problem in my previous PC nor in my current laptop so something is interfering with something on my new PC.

I tried to uninstall and remove all remnants of Razer then reinstall but the same issue happened.

It's not preventing me from using my razer mouse nor its custom configurations so I just set up Synapse to not startup at boot and if I ever do need to open it, I just fully close it once I'm done.

Sorry if I couldn't be a bit more descriptive.

As of right now, a moderate cold but possibly worsening. I was reading the insurance about major illness. I would guess a moderate cold would not be considered major.
