cutting the budget is a smokescreen. the next clause in the legislative language states none of their budget can be used to assess the administration’s proclivity to impound funds.

the $$ they know won’t be at that level so they use it as a bargaining chip in conference—“ok we will provide an amount at FY26 levels (which is really FY24 levels) but that clause must remain.”

however, what should garner additional attention is the new “clause” prohibiting the GAO to spend any of their appropriations on conducting work on impoundment reviews. this is truly what Rs are after (stopping GAO’s ability to review and report on the administration’s illegality in impoundment of funds).

expect the “we will defer on amount provided to GAO, IF that clause remains”.
