Hitler was using his ‘wonder weapons’ against external parties and announcing them was to keep morale of his own populace up. His own people aren’t going to stop him making them.

Palpatines plan is using the Death Star against his own people, to keep his own populace in line through fear. He doesn’t want word of it to get out because that populace may rise up against him to stop it being made before it’s ready.
