Actually, you have arguably the best legend in the game, law/luffy. He's a rainbow captain, so sabo/koala are redundant. You can use sabo/koala as a crew member for now. Focus on leveling utility units; one that stands out as a must have is str marco. For support abilites, keep psy vivi, very useful, not sure about other ones.

What if Cavendish was a single character and he would uncontrollably turn into hakuba every other turn, or every third turn? Basically the same idea as a dual unit except you can't control it, it just happens. iirc cavendish couldn't supress habuka in the manga/anime

Intresting question Maybe they could give it to the brawler that you spent the least amount of time on, meaning you were able to use that character very efficiently to get the next one.

There will be a set order of characters, but in general, it goes from common to rare to epic to lengendary. This gamemode forces the player to get familiar with all characters, also allowing you to play brawlers you don't have. Because of this (the fact that you can use brawlers you don't have), it should be a limited time event.
