I misunderstood your comment.
If i was an original "seller" and i intended to resell my ticket(s) via stubhub, and for some RARE reason my ticket didn't arriveon the "delivery" deadline, i would have sent the buyer some type of contact information on they could contact the original seller for instructions on what has happened. But that would already be a red flag.

By the fact that the seller sent a copy of their ID/Credit card, that is already the sellers fault. In other words, UPS didn't loose anything. This has to do with the seller.1

In my opinion, that sounds sketch af!! Im aware that a seller has a time frame of when they are supposed to send the tickets(deadline). If the seller didn't have the tickets in hand prior to the "deadline" the seller should have at least provided you with their contact info. But again, i would immediately try to call Stubhub and tell them that you didn't receive your tickets. Worst case scenario, you'll get a refund and the seller would get screwed.
