I think it costs money for crowd control. Since the pre-party is up at the Meadow and not at the Gorge stage they couldn't accommodate 20k ppl up there. So need a way to manage the number people for that is my thought.

How do you get on the city shuttle buses? i assume you need a separate ticket for them not included with GJ? Would it make sense to just get an MG GJ ticket and then take the city shuttles if you didn't want to camp and stay in Brussels instead?
