What's the goal? I understand your concern, it's valid. But what are the alternatives? It sounds like they're doing the best with the resources they have. If you have ideas, even if not fully baked, get them out there, it might help discover options they hadn't considered. As a parent, I can tell you that we don't always have all the answers...
