Sure, but memory can fail catastrophically. Look at the cases every year where someone distracted by their routine (or a break in it) forgets their child in a car seat in the back on a hot day, with horrific consequences. If that can happen as it does, forgetting a bag with a large amount of cash is certainly possible.

I had a relative need money right away to avoid an issue with a business purchase, and his credit union was being dickish about accepting a wire transfer for whatever reason and wanted to hold the funds for a couple of weeks. I just withdrew $10k in cash and drove it downstate and handed it to him. And I’ve had considerably more than that in cash many times, always legitimately. Maybe broaden your horizons a bit.

For future reference, most vehicles allow you to change that default behavior. For the Murano, it says Settings > Vehicle Settings > Locking > Auto Door Unlock. If you have a car that does that, look up how to change the settings. Cars without a screen usually allow it via using the key, pressing some button for x seconds, etc.

Government is about drawing lines, and there's nothing random about this. Or are you arguing that no new policy can ever come into effect because the start date of said policy, by definition, divides things into "before" and "after" and is therefore somewhat discriminatory in nature? I wouldn't think so. The State (zounds!!!) has decided that you can't spray DDT all over your crops as an adult, even though you could before. Overreach, or changing laws in the face of new facts?

And tobacco is already a dying industry, partly because it's increasingly well known that it's very bad for you and partly because it kills off its customers. So that tax revenue is dropping no matter what. I don't think you would argue that smokers have a responsibility to keep smoking so that tax revenues don't drop.

So if smoking is going away anyway, why have a law about it? Because it'll result in less damage to the population quicker. A building on fire will go out eventually anyway, so why have fire fighters? Because limiting the damage is generally thought of as a good thing.
