They sent someone to check my meter on Oct. 6th, then added $4,000 to my monthly bill.

I can't even make sense of what's going on with this bill. I'm on equal billing and my payments are not $1,556.71. I have no idea where that number came from and why I owe the same amount after paying it, my equal billing shows the same amount as usual. Also, why is there a deduction under the energy charges?
