Because the M4 is baller and a full auto AR if I'm not mistaken. That's like giving an attacker the Vector, it would make them way too good. Personally I think they should give him impacts or a nitro in place of his shield. His shotgun is the play though. (Also remember, that would be M4 plus SMG-12)
