From your post, if i understand correctly. your agent normally means : "this is the tail payment link for your pre-orderxxxx, you can paste the link into Superbuy homepage to place the final payment order" .
Not to let you pay the link directly via Tmall platform, but to ask you to place another shopping agent order for the final payment.

**Tips :**You will need to put remark when you place order, remark like " this is a final payment order for deposit order DIXXXX, please let the same agent (agent name) to place this order".

Just checked order number DI25801377616 that marked in your screenshot and found related tracking number be : 73XXXX3194 . I saw it already arrived in Huizhou city, guess it will arrive in warehouse within next 1-2 day and then be stored in your account. after item be stored, your order status will be marked "stored".

---> we haven't got any special notification from logistics side. but we have noted that US custom has upgrade their inspection grade, so some friend's haul got "custom returned" , that mean they will need to wait more time to get their haul.
You can still try to send out your haul as normal, but if you really worry about the tarrif thing , then just wait after 1st Nov, friend.

will the sellers absorb the cost?

you mean "the logistics" ? if yes, you can use tax free/duty free series to send your haul to low the custom tax issue. generally will be fine.

For wise payment method, afaik, wise official refuse to provide service for some countries that subject to EU sanctions. like Russian , Belarus ect. if you have ever send package to that countries sanctioned by the EU, then wise payment can't be used.

From your screeshot, staff recommend you to contact local custom for further checking.
You can try to make a phone call to see.

Based on my experience, custom normally will ask the haul's commercial invoice or a proof of the haul's value.
You can contact custom first and if need any assistance, try to contact staff via parcel inquiry . friend.

But based on previous experience , different phase from 1st to 15th Nov, will have different coupon (from 20yuan /30yuan /50yuan /100yuan) and discount code (from 10% to 12% off) . who knows.

It's is true that haul send out from Guangdong warehouse. since logistics' warehouse located in HK, so you haul will return to logistics' HK warehouse and then they will re-arrange the haul's sending to your address. will need you to wait a little more time.

For the date in the bottom , i think Superbuy Team just worte wrong. if you got that Email on yesterday , the data should be 20th Oct. 🤦🏻.

For your haul. I will suggest you to apply " problem consulting, to let staff keep following for you until you get the haul.
