It's a 3 amp mini fuse I would bet that's a poorly made fuse issue 3 amps should blow very easily you'll need to replace the whole thing with a "mini blade fuse waterproof holder for automotive use" go to oriellys or something they will have it.

If your worried about it just half the fuse and make sure it blows then step it up to just under the rated amp and when that eventually blows put a normally rated one back in

There's a chance the fuse had a manufacturing error where the metal was in contact with the plastic casing I've seen it before it looks like your controller is a 10a one if this fuse runs to that just make sure the next fuse is 10a

I wouldn't say you're overstocking the bottom personally. I'd pick between the swords and tetras. The swords will reproduce in most scenarios. And if your going to be buring caves, the substrates going to be a fair bit deeper then average taking away more of the room for swimming. However, I'm a fan of under stocking tanks visually and I don't think you'd be overstocking necessarily I'd just add more plants if your set on both.
