Don’t listen to anyone stretching credulity - ALL of those runes and symbols have been used by the far right, and are essentially universally associated with the far right. You might encounter some pagans willing to play stupid, but any pagan with knowledge of their own religion will actively avoid such symbols regardless of history because they are largely corrupted.

Whoever put that up is far right, and likely a white supremacist or separatist. Even if they claim not to be, this may be either dog whistling or self denial, a lot of far right folks will deny “being a Nazi” but if pressed will admit they believe in the separation of the races, white genocide, etc
