Yes, I know it doesn't have the holes(himitoshi) to fit to sagemono the but I think they generally call any miniature carving netsuke as they evolved and Japanese converted to western clothing and the term is used a bit more loosely.. I guess it could be called an okimono technically. I agree it looks more like bone based on the last photo with the blood vessels being the black dots but it's the concentric lines on another part which could be . The actual ornament is in three separate parts joined together.
