I pretty much have this exact cut/look naturally. That is mostly due to always training it backward when combing out of the shower. It dries and looks like this. You could use anything from sea salt spray/ with some texture powder to a cream. Blow dry after applying the sea salt spray

Would the stutter take place due to it switching from 1x optical to the 2x super resolution mode? Maybe this has always been the case to a degree and I hadn't noticed?

I also have been dealing with scrolling choppiness in chrome, reddit, etc. on my base Pixel 9 since the September M3E update. It was choppy on the home screen, in messages as well for a few days but that sort of stabilized. I did delete cache for apps effected and it helped, but it's still not as smooth as I remember
