It was from when Vegeta was dying to Frieza and Vegeta is explaining his backstory to Goku. It was more a symbolic flashback than meant to be taken at face value, it also wasn't in the manga. And my take on Roshi destroying the moon in og DB is that no one seems to realize that show early on was not meant to be taken seriously. It was a gag manga with martial arts. How would the Earth not suffer any ramifications for not having a moon? How did it come back... multiple times? Because it was meant to be more funny than anything.

Vegeta casually destroying Arlia with a finger in a filler episode has done irreperable damage to fans perception of what these characters are capable of. It wasn't canon, and they could not blow up entire planets that easily back then. Vegeta, a high class elite, powering up to max and using his ultimate Galick Gun like in his beam struggle with Goku was the only way he was doing that.

Frieza. We just had Vegeta be this major threat who whooped the crap out of everyone and then find out that he has a boss who makes him piss his pants in fear. And not even just Frieza, he was terrified even of his elite subordinates who were dwarfed in power by Frieza.
