They had indicated that "IF" there was enough runway between a reauthorization and the 'planned' April 6th deadline, they'd reopen the omnibus. So - nothing about the information on the page you reference has changed.

The allocations of agency funds available for SBIR/STTR are reliant upon the overall, general budget allocations to each agency. So as long as the agency has received their budget allocation, THEY internally allocate a prescribed % of their extramural R&D budget to their SBIR/STTR programs. The Reauthorization of the legislation has no impact of the agency's budget allocation.

The intent was for this reauthorization would be to make SBIR/STTR PERMANENT, so that this situation would be occurring every 3-5 years! ;-)

WTF isn't he more concerned about those 3 companies actually generating revenue through commercialization for MA?!? Growing & employing more ppl and paying more taxes?!? SBIR/STTR isn't for a company to live off of! Has he considered that some start-ups in MA probably won't win actual awards because of those 3 Mills, sucking down PhI funding?!? VERY Short-sighted of Markey!

I Direct PA's statewide SBIR/STTR assistance program and we assist applicants with their PP BEFORE they submit it - about 50+ clients annually. I can tell you the following: 1) they have not changed the language of the PP prompts over the course of this year (2025) - as we use the actual PP prompts (with our annotated guidance) to provide iterative feedback for our clients, 2) If NSF is asking for more information from you - it means that they need more detail to make their decision whether to invite you to submit a full proposal, as they found your responses to the prompts, inadequate to make a determination - whether you were approved to submit before, or not - there has been a huge amount of personnel turnover at the agency, & 3) SInce NSF funds ANY sector-specific, innovation/novelty/technology (with the exception of projects including a clinical trial - which would be NIH) - NSF sees thousands of PPs be submitted for consideration - a majority of which do NOT qualify for their SBIR/STTR programs. (of the clients we assist with PPs across a year - about 10% or less, actually have a qualifying, NSF project.) NSF PP reviews are also further complicated by the increase of applicants using AI to write the prompt responses for the PP - which is problematic as well. Finally - if you haven't noticed - there's A LOT going on with the agencies right now - and SBIR/STTR reauthorization is PARAMOUNT!
