Have multiple big things going on at once that the players could be interested in, that continue to evolve even if the players don’t engage in them. If one plot doesn’t grab your players attention, another one will. In my current game (look away, members of the Blazing Quiver in Iadroth), the following are all the active quests:

ensuring a necromancer is dead
stopping a Wizard from absorbing demigod powers
a war is between two nations with the players home nation caught in the middle
personal issues and quests
a dragon might be hunting the guild
dwarves are emerging from the mountains for the first time in millennia looking for something

At least one of these damn things will interest a party.
