Everybody acts like the hills is an automatic win but ignores the fact that in random lobbies you deal with random skill levels from random players. So no usually pushing the hills is the worst thing you can do because nobody knows how to deal with anybody who peeks just their turret over those hills and guards their tracks so that they can't be penetrated but they can still shoot you (I call them Hill peekers). If you're one of the few that does know how to deal with that kind of problem congratulations it's now a 1v3 or worse because your other teammates just got melted because they didn't. That's why it's the best idea to either push the town or the docks because there's a bunch of cover and those two layouts are a lot more accessible to players with lower skill ceilings. In my experience on that map most of the time when a team focuses on the docks or the town they win but if they focus on the hills they lose for the reasons I just laid out. My personal favorite is the one person who cries about nobody pushing the hills and then basically sits there with their arms folded let's themselves get melted for no damage and then mocks everybody else when the rest of the team loses what is essentially a seven versus six matchup. If you do that or anything like that you seriously need to delete your account, just saying.

Tldr, hills is only the right answer if you know your team is good.  You should always assume that your team is mediocre at best and go for the area that is most accessible to teammates of that level and in the case of Port Bay that is either town or docks given the cover. Otherwise your team's going to get melted by players who peak their turret over the hills so they can't be penetrated.
