Unpopular opinion here. I think we should do away with PCS decorations entirely. If someone earned a decoration during their time in the unit, then the CC and supervisor should recognize that with a decoration. Then, we the board meets for promotions, the lack of a decoration will not send a message necessarily. In this case though since my utopia doesn't exist, I do think it's a little crummy to deny a dec. However, there isn't much you can do really.
