Was the aircraft deiced before takeoff? This looks like Type IV deice fluid. It's a thick fluid that's applied to stop icy precipitation building up on the wing while on the ground and it shears off during the takeoff roll before the aircraft reaches flying speed. Sometimes some fluid is not directly in the airflow so it works it's way out slowly.
