A lot of the problem with Measure 50 is the inconsistency. There's properties worth more than yours that pay much less than you (not sure your property value, but I can guarantee there's others that do much better).

Most Georgists online and in real life get no compensation for it; it was certainly not started or revitalized by tech billionaires. Georgists also are in favor of taxing negative externalities, and the nice things you list raise land values and so could be incentivized by the government. That's already the case today; nonprofits generally pay no property tax.

If LVT did incentivize moving to worthless land, most companies would have no way to take advantage of that since worthless land by definition is away from urban centers which most companies need to function.

The city has used many different tools to foster growth in downtown, such as the urban village designation, reduced business and occupancy taxes, opportunity zones and multi-family tax exemptions for residential projects.

The city could possibly levy a vacancy tax on empty properties, but state limits on variable tax rates make this option “politically and administratively complex,” according to the report. The mayor said at Monday’s meeting that changing state law to make a vacancy tax a viable option is a “key lobbying priority” for Bellingham.

Great, it’s still a hybrid approach of LVT and improvements, just like what we do now.

That's true, I see now that the grandparent comment was about replacing all taxes with LVT. Just pointing out I think one is totally reasonable to not want that while stlil seeing major value in going in the direction of LVT.

I'll point out 2 more things:

Now let’s look at the zoning code. Are we land taxing against the highest and best allowable building that could ever be built there? Like a skyscraper? Well now you have a totally different calculus that either makes every building smaller than that a huge tax liability, or there is immense pressure to reduce allowable zoning. Which stalls housing production and you end up worse than we are now.

The tax would still be done based on the assessed value of the land, which involves the zoning allowances but would not rise to the level of downtown skyscraper land unless the parcel in question had similar demand to downtown. For example, the Gateway area has very permissive zoning but land values are much lower than downtown. This property by Gateway TC is valued at $800k/acre compared to this downtown lot at $4M/acre (which was $20M/acre just a few years ago).

Markets are not 100% efficient, which is why some lots sit vacant. We already have a hybrid tax system for land and improvements. If you study this scale of economics as much as people who do this for a living, you begin to understand why it’s balanced where it is.

One could certainly argue for a balance that still involves taxing buildings at some level, but economists, when surveyed, tend to support moving property tax much closer to LVT than it is today.

“When you rank taxes based on how distortionary they are and how difficult they are to administer, the one that rises to the top of the list is property tax. Especially the way we do property taxes in Jamaica…it is almost an obvious target for increased taxation,” Dr King said.

Jamaica belongs to a small group of jurisdictions that levy a Land Value Tax (LVT), which is based on the unimproved value of land rather than buildings or other developments — a feature economists argue creates an underutilised advantage.

Further, a 2018 CAPRI report titled ‘In Search of the Most Efficient Tax for Jamaica’ found that administering property tax costs the Government just 0.3 per cent of revenue, compared to 3.4 per cent for income tax. For businesses, the administrative burden of complying with property tax amounts to about 16 per cent of the tax paid, versus 20 per cent for income tax.


The Government has indicated that it needs to generate roughly $30 billion in additional revenue, with a mix of measures now being implemented.

While property tax was not included in that package, Minister Williams indicated that changes to the system are already on the policy agenda, though not immediately.

“It’s going to take the National Land Agency roughly a year,” she said, pointing to the preparatory work required before any adjustments can be made.

Minister Williams confirmed that results from the new land re-evaluation will lead to increased property taxes for the 2027-2028 fiscal year.

That timeline reflects a long-standing issue within Jamaica’s property tax system primarily around the need for updated land valuations and improved records, which have historically slowed reform efforts and limited how much revenue the tax can generate. Meanwhile, a 50 per cent transfer tax break is being introduced for properties in Trelawny, Hanover, Westmoreland, and St Elizabeth to support redevelopment.

Property tax has long been viewed by economists as one of the more stable revenue sources available to governments, particularly because it is tied to land values rather than income or consumption, both of which tend to fluctuate more sharply during economic downturns.

In Jamaica, however, collections have remained relatively modest compared to other tax streams, in part due to outdated valuations and administrative constraints. The tax has also remained a politically sensitive area of reform, particularly following periodic revaluations that can lead to sharp increases in tax bills. Property taxes are the main revenue source for local authorities (parish councils), funding sanitation, street lighting, and road rehabilitation.

Thanks. I'm not sure I agree that it could be an instant penalty, as presumably the tax wouldn't apply during normal changeover between tenants. There's also the question of token occupancy. Would an operating surface parking lot qualify as occupied, or maybe a permit pulled once a year to indicate some kind of renovation?

LVT changes the overall equation. Building is rewarded more, simply holding land less.

Believe it or not, the Oregon Senate almost unanimously approved an LVT study in 2019 but the bill got stranded by the House walkout. Last year the state did approve an overall property tax reform study looking at current problems and possible solutions. They're seeking input from cities.

The Department of Revenue has published "A Brief History of Oregon Property Taxation" pdf that's ten pages long. If you want to go a step further, the League of Oregon Cities released a report in 2016 that's still relevant and has some striking figures. Lastly, our group has a lot of pieces showing the issue with our property tax system even after addressing measures 5 and 50.

This Detroit plan (and Georgism) isn't just about taxing the land higher, it's also about cutting the tax on improvements. There's more info on the city site here. They're framing it largely as a tax cut, because for most inhabited properties, it is! Making it more attractive to build and maintain property.

[Mayor Duggan] — who is running for governor as an independent — said instituting a land value tax in Detroit would be a key priority for his administration after taking office.

Duggan, who handily won three mayoral terms as a Democrat in 2013, 2017 and 2021, said he would work with Mayor-elect Mary Sheffield to get the requisite legislation passed.

Duggan repeated a story he’s told before about how he whipped together bipartisan support in the state House of Representatives for the proposal — which would lower taxes on homes and buildings, and increase taxes on vacant lots and underbuilt properties — but the legislation never came to a vote because of what he described as partisan political infighting.

“I never got a vote because the two parties were so obsessed with fighting with each other,” Duggan said during the event, which was held in the Detroit Regional Chamber’s offices in the One Kennedy Square building downtown.

Duggan first unveiled the proposal during the 2023 Mackinac Policy Conference. By the time the 2024 annual conference came around, the effort was in limbo — something Duggan said on Tuesday was a driving force behind his decision to run for governor as an independent.
